Capacity Assessments and Assurance Activities

(HACT) Harmonized Approach to Cash Transfer - CAPACITY ASSESSMENTS AND ASSURANCE ACTIVITIES

Providing “CAPACITY ASSESSMENTS” and “ASSURANCE ACTIVITIES” services within the scope of the United Nations (HACT) regulations in order to provide assurance regarding cash funding made by United Nations agencies to Implementing Partners.

These services are designed by REHBER to be provided to United Nations organizations and Implementing Partners (NGOs and Public Institutions).

 

CAPACITY ASSESSMENTS

  • Macro Assessments

A desk review of legislation and literature on the evaluations of the PFM system is undertaken to ensure adequate awareness of the public financial management (PFM) environment in which UN agencies provide cash transfers to Implementing Partners.

 

  • Micro Assessments

The micro-assessment evaluates the financial and management capacity (ie accounting, purchasing, reporting, internal controls, etc.) to determine the overall risk rating and assurance activities for Implementing Partners.

 

ASSURANCE ACTIVITIES

  • Spot Checks

For cash transfers to Implementing Partners, periodic on-site inspections (on-site checks) are conducted to assess the accuracy of financial records and program implementation status (through a review of financial information) and to determine if there have been any material changes.

 

  • Programmatic Monitoring

Program monitoring provides UN agencies with evidence/assurance regarding the current state of program implementation compared to the work plan.

 

  • Scheduled Audits

Scheduled Audit is a planned audit exercise to determine whether funds transferred to Implementing Partners are used for the appropriate purpose and in accordance with the business plan.

 

  • Special Audits

Special Audits are consistent in scope with scheduled audits, but are an audit exercise performed in situations triggered as a result of specific issues and concerns that arise during the program cycle.

 

EXPENDITURE VERIFICATION FOR EU-FUNDED PROJECTS

The Expenditure Verification Report required for EU funded projects is prepared within the framework of the following criteria:

International Related Services Standard ('ISRS') 4400 Commitments to perform Agreed Procedures on Financial Information as promulgated by IFAC.

Developed and published by the International Ethical Standards Board (IESBA), which sets the standards of integrity, objectivity, independence, professional competence, and due diligence, confidentiality, professional conduct, and technique for Auditors: The IFAC Code of Ethics for Professional Accountants.
